TL,DR: Thaumium tool rod coated in Enderium metal, Slime fletching (blue or green). Last time I made Thaumium bolt, Enderium coating, Slime fletching bolts, I've had +27 Attack Damage listed in the tooltip when hovering over them. After that, you can apply three extra modifier slots to your bolts, and add some moss for auto-refilling ammo. This is very important as the accuracy is the highest with slime fletching (it can blue or green, it doesn't matter). Then, make the fletching out of a slime crystal. Pour enderium metal over the thaumium tool rod (or the other one, I've found thaumium not register as extra modifier material in my custom pack). You can try using either thaumium tool rod for extra modifier slot, or some other one that has a high durability multiplier (results in larger stack of bolts). Since you indicated that all you have is Extra TiC, I'm going to assume that you don't have Iguana Tinker Tweaks (allows possibility of higher damage).
